Frank Bartoli is the founder and Executive Director of NEPA Inclusive. His career spans more than 25 years of successful non-profit leadership experience. His advocacy experience, and the reason for starting NEPA Inclusive, includes advocating for his own daughter Ellie, who has Down Syndrome, and was fully included in her high school classroom, as well as attending typical community programs. Ellie is the Pittston Area High School 2017 Homecoming Queen, the Pittston Area Girls Basketball Team Manager, and was given the opportunity to play in two games in 2017, including scoring 12 points in the All Star Game. Frank furthered his advocacy experience as the Executive Director of The Arc of Delaware County, a Board of Director of The Arc of Pennsylvania, and as President of The Arc Community Trust, an organization that manages more than 1100 special needs and education trusts. His non-profit leadership experience includes multiple positions within the YMCA movement, including Executive Director/CEO of the Greater Pittston YMCA, and Associate Executive Director at the Ambler Area YMCA, a branch of The YMCA of Philadelphia and Vicinity. He provides consulting and grant writing services to non-profit organizations under his private business called Bartoli Advocacy and Consulting Services. He has taught undergraduate students at Eastern University, mentored undergraduate groups at University of Pennsylvania, was a guest columnist for the Sunday Dispatch, founded and served as President of the Delta Nu Alumni Association of Alpha Sigma Phi Fraternity at Lock Haven University and served on the Board of Directors of the Luzerne County Down Syndrome Network. He is a graduate of Leadership Wilkes-Barre and was named the 2002 Greater Pittston Person of the Year by the Sunday Dispatch. In 2018 he was appointed to the Pennsylvania Governors Advisory Committee for People with Disabilities. He currently resides in Pittston, PA.

Originally from Pittsburgh, Pennsylvania, Justin’s professional background includes over ten years of experience working with both adults and children with developmental disabilities. Justin held the position of State Director and Executive Director with his previous agency, Community Options. He has a strong background in vocational rehabilitation services, residential services, and day programming through the Office of Vocational Rehabilitation and the Office of Developmental Programs. Justin holds a Bachelor’s Degree in Human Services / Counseling from Geneva College in 2014 and he is currently attending Geneva College to attain his Master’s in Business Administration, which will be completed in the fall of 2019. Valuing the importance of community involvement, Justin is active in several organizations in volunteer roles, serving as a Chamber Ambassador for the Greater Wilkes-Barre Chamber of Commerce, Chair for the Family Service Association Pauly Freeman Walk/Run Committee, and a member of the Osterhout Free Library Brewsterhout Rooftop Part Programming Committee. Justin is also a member of the Young Professionals Council for the Greater Wilkes-Barre Chamber of Commerce and is a graduate of Leadership Wilkes-Barre class of 2018. Additionally, he was nominated for the Greater Wilkes-Barre Chamber of Commerce’s 2017 & 2019 Young Professional of the Year Award. He resides in Wilkes-Barre PA.

Connie oversees all financial and administrative functions of the agency, including bookkeeping, billing, human resources, training, and compliance, as well the financial needs and communications between NEPA Inclusive with the Office of Developmental Programs and the Office of Vocational Rehabilitation. Connie has 12 years experience working in billing and finances. Connie also has 15 years of experience in office management. Connie also has 7 years of recruiting experience. Connie currently resides in Pittston with her two children Nico and Ariana.

Tom holds a BS in Education and Public Policy and a minor in Sociology from Pennsylvania State University’s main campus. Tom has over a decade of experience in providing direct care services for children and adults with intellectual and developmental disabilities with the ARC of NEPA, Merakey Schools, and Step by Step Inc. He has also worked closely as an advocacy and research consultant with non-profits and public education institutions in New York and Pittsburgh, PA during the education reform movement. After moving back to NEPA in 2016, Tom founded a non-profit organization and watchdog group called Education Enlightenment, which continues advocacy and research efforts for public education stakeholders in Lackawanna County. Tom is also involved with numerous community charity and service groups such as UNICO, Scranton Shakespeare Festival, Lions Club, and many more.

Shannon D’Agostino leads all of the training programs for the agency and oversees all Quality Assurance standards. Shannon is a Certified Investigator through the Office of Developmental Programs. Shannon has been certified in ACRE through Griffin & Hammis as an Employment Specialist and Job Coach for NEPA Inclusive.

Randy holds a degree from Bloomsburg University in Comprehensive Social Studies and Special Education and has more than 25 years of experience in leading programs for at-risk and special education students. His experiences include Director of PDE AEDY Program for VisionQuest, Director of Alternative Education for Youth Services Agency in Doylestown, PA, and as both Assistant Coach and Head Football Coach for Wyoming Area School District. In those capacities, Randy has been responsible for development, coordination, and management of educational programs, has supervised up to 100 employees, has operated ‘best practices’ education models and has mentored and coached students.

Trish comes to NEPA Inclusive with a long history in disability advocacy work. She was the sole proprietor of Advocating-4U, a disability education consulting company, and is currently a Certified Support Broker through the PA Office of Developmental Programs. She is also a nationally certified paralegal with over three decades of experience. Trish strives to find common sense solutions by partnering with families and like-minded colleagues who assist individuals in meeting their goals and achieving dreams while making use of all the tools and resources that are readily available to ensure an inclusive lifestyle for everyone. Her goal is to help support ALL individuals to find their best “everyday life” throughout their lifespan. She resides in Berks County, PA, and has been married for more than 30 years, where she raised three young adult daughters of her own. As a result of her children’s individual successes while overcoming their own challenges, she hopes to encompass her skillset to better guide everyone to embrace the ability that being a “lifelong learner” is where there is a place for everyone!
Renee Pair provides administrative support in the areas of employee recruitment, hiring, retention, and evaluation at NEPA Inclusive. She originates from a small town in Indiana, but has lived in Northeastern Pennsylvania for over 10 years and has always had a passion for working with children and adults with developmental disabilities. Renee has a strong background in home care, recruiting direct support staff and other health care workers, human resources, care scheduling, and case management. Renee currently resides in Dickson City with her son, Jackson. Renee’s goal is to continue onboarding high quality professionals, who have a true passion for working with the unique clients NEPA Inclusive provides services to.
Huyen is originated from Vietnam. Her background is working as Procurement Specialist in Oil & Gas Companies. As she moved to the United State to be with her husband, she started working for Nepa Inclusive as Therap Case Manager. She is in charge of the agency’s health record system which allows the agency to track how often service is provided to its clients and how clients progress toward their goals and outcome. Huyen also leads Therap training for the agency. Huyen doesn’t have experience in working in health care or developmental disability field before but she lived with her mother and her niece who has Down Syndrome. Her experience working with several large companies overseas in the past is contributing to the successful launch of Therap health record system for Nepa Inclusive. Huyen’s goal is to continue contributing to the success of Nepa Inclusive in supporting people with disabilities.
