Frank Bartoli is the founder and Executive Director of NEPA Inclusive. His career spans more than 25 years of successful non-profit leadership experience. His advocacy experience, and the reason for starting NEPA Inclusive, includes advocating for his own daughter Ellie, who has Down Syndrome, and was fully included in her high school classroom, as well as attending typical community programs. Ellie is the Pittston Area High School 2017 Homecoming Queen, the Pittston Area Girls Basketball Team Manager, and was given the opportunity to play in two games in 2017, including scoring 12 points in the All Star Game. Frank furthered his advocacy experience as the Executive Director of The Arc of Delaware County, a Board of Director of The Arc of Pennsylvania, and as President of The Arc Community Trust, an organization that manages more than 1100 special needs and education trusts. His non-profit leadership experience includes multiple positions within the YMCA movement, including Executive Director/CEO of the Greater Pittston YMCA, and Associate Executive Director at the Ambler Area YMCA, a branch of The YMCA of Philadelphia and Vicinity. He provides consulting and grant writing services to non-profit organizations under his private business called Bartoli Advocacy and Consulting Services. He has taught undergraduate students at Eastern University, mentored undergraduate groups at University of Pennsylvania, was a guest columnist for the Sunday Dispatch, founded and served as President of the Delta Nu Alumni Association of Alpha Sigma Phi Fraternity at Lock Haven University and served on the Board of Directors of the Luzerne County Down Syndrome Network. He is a graduate of Leadership Wilkes-Barre and was named the 2002 Greater Pittston Person of the Year by the Sunday Dispatch. In 2018 he was appointed to the Pennsylvania Governors Advisory Committee for People with Disabilities. He currently resides in Pittston, PA.

Connie oversees all financial and administrative functions of the agency, including bookkeeping, billing, human resources, training, and compliance, as well the financial needs and communications between NEPA Inclusive with the Office of Developmental Programs and the Office of Vocational Rehabilitation. Connie has 12 years experience working in billing and finances. Connie also has 15 years of experience in office management. Connie also has 7 years of recruiting experience. Connie currently resides in Pittston with her two children Nico and Ariana.

Tom holds a BS in Education and Public Policy and a minor in Sociology from Pennsylvania State University’s main campus. Tom has over a decade of experience in providing direct care services for children and adults with intellectual and developmental disabilities with the ARC of NEPA, Merakey Schools, and Step by Step Inc. He has also worked closely as an advocacy and research consultant with non-profits and public education institutions in New York and Pittsburgh, PA during the education reform movement. After moving back to NEPA in 2016, Tom founded a non-profit organization and watchdog group called Education Enlightenment, which continues advocacy and research efforts for public education stakeholders in Lackawanna County. Tom is also involved with numerous community charity and service groups such as UNICO, Scranton Shakespeare Festival, Lions Club, and many more.

Shannon D’Agostino leads all of the training programs for the agency and oversees all Quality Assurance standards. Shannon is a Certified Investigator through the Office of Developmental Programs. Shannon has been certified in ACRE through Griffin & Hammis as an Employment Specialist and Job Coach for NEPA Inclusive.

A former Paralegal, Teacher, and Educational Interpreter-as well as a SODA/Sister-of-Deaf-Adult, this position allows me the opportunity to ensure the protection of the ID-Deaf rights through advocacy of the ADA and monitoring compliance of mandates within the Office of Developmental Disabilities.   I look forward to advancing the services and supports that ensure both our Waiver and OVR clients, who use American Sign Language,  have full communication access to live their Everyday Lives.  I have assembled a team of six ASL-Skilled Direct Support Professionals, assessed by the Sign Language Proficiency Interview.   We are creating social opportunities and locating community events for our clients as well as providing them with continued language development and access.   As the Deaf Services Specialist,  I have taken the initiative for NEPA Inclusive to obtain an additional service as a Communication Specialist.  This designation will allow us to work closely with families, and within the community to provide access to resources and information related to not only American Sign Language, but also Deaf Culture and Deaf History.    We are excited to be the first in our region to provide these services for the unique communication needs of the ID-Deaf who choose our agency as their Provider!  I look forward to coordinating our Annual  Celebrate Inclusion fundraiser, and hosting community information events as well as teaching ASL I and II at our Pittston office.  I am also trained in the OVR Transition Academy, which prepares students ages 14-graduation with the skills necessary to become independent, productive employees.  I present the Transition Academy Curriculum to develop Self Advocacy, Independent Living Skills and/or Workplace Readiness Skills.

Jody holds a BA in Communication Studies and a Minor in Psychology from Wilkes University and obtained her Master’s Degree in Social Work from Temple University. Jody has more than a decade of experience providing direct care services for children and adults with intellectual and developmental disabilities. She worked as a Therapeutic Support Staff with Step by Step and Community Counseling and as a Program Specialist at the Institute for Human Resources, managing five group homes and conducting diagnostic specific trainings. She is trained in SCM, CPR, and is a Certified Investigator in the State of Pennsylvania.

Maria has more than 9 years of experience in employment-related services. She has worked for NEPA Inclusive since 2018. Prior to working with NEPA Inclusive, she was a Job Coach for the Luzerne County Intermediate Unit, a Para Educator at Luzerne Intermediate Unit, and was an owner of her own retail business. A native of Luzerne County, she has a deep understanding of the local business community. She holds a Bachelor of Arts Degree in Marketing and an Associates Degree in Business Administration. She resides in West Pittston, PA.

Randy holds a degree from Bloomsburg University in Comprehensive Social Studies and Special Education and has more than 25 years of experience in leading programs for at-risk and special education students. His experiences include Director of PDE AEDY Program for VisionQuest, Director of Alternative Education for Youth Services Agency in Doylestown, PA, and as both Assistant Coach and Head Football Coach for Wyoming Area School District. In those capacities, Randy has been responsible for development, coordination, and management of educational programs, has supervised up to 100 employees, has operated ‘best practices’ education models and has mentored and coached students.

Patrick received his bachelor’s degree in psychology from Penn State University in 2015.  He is currently finishing up his master’s degree in Healthcare Administration through Southern New Hampshire University.  Patrick has over 5 years of experience working in mental and behavioral health along with people with intellectual and developmental disabilities.  He was accepted into the National Society of Leadership and Success in February of 2019. He currently resides in Dunmore and has a passion to help individuals with intellectual and developmental disabilities lead more independent and inclusive lives.
